Eligibility Criteria

Eligibility criteria for the fellows: 
Experienced researchers, i.e. researchers who, at the time of the relevant deadline for submission of proposals are in possession of a doctoral degree or have at least 4 years of full-time equivalent research experience.
Researchers may be of any nationality.
At the relevant deadline for submission of proposals, the researchers must not have resided in Turkey for more than 12 months in the last 3 years.  The applicants who are currently supported by any TÜBİTAK programs and EU 7th. Framework Programs are  ineligible to apply this fellowship.

Eligibility criteria for the host organisations: 
The host organization must be a university, a research institute or an industrial company in Turkey.
Research institutes may be established in academia and industry.

Additional eligibility criteria: 
The proposal must be submitted before the call deadline 
The proposal must be complete 
All proposals must adhere to the ethical issues policy of the Co-Circulation Scheme, and must contain a completed Ethical Issues table.

The eligibility check will be carried out at the Call Secretariat, by TÜBİTAK staff, on anonymous proposals. All proposals that are considered ineligible will not proceed to the next phase of the process.

Application Fields

The Co-Circulation Scheme has a bottom-up structure; the research topics are chosen freely by the applicant fellow and the host organization in a flexible manner. Accordingly, all research and technological development (RTD) domains addressed under the EC Treaty are eligible for funding.

Ethical Issues

Research activities funded within the frame of the Co-Circulation Scheme must respect fundamental National and European ethical principles.

Applicants will be asked to complete an ethical issues table (identical to the Ethics Issues table in FP7 projects) in Ethical Issues Table section of their proposal. Proposals that have not filled the ethical issues table will be rejected in the eligibility check phase. In this table, applicants must declare whether any of the activities specified in the table will be conducted during the lifetime of the project.

Fellows wishing to carry out research that requires ethical approval are required to address these issues, and to describe in an ethical report how they propose to deal with the ethical issues. Furthermore, the researchers will be required to provide an official approval from the ethical board of the hosting institution. Both documents must be submitted to the Call Secretariat, along with a declaration that all research activities will be in compliance with fundamental ethical principles. If the hosting institution of the researcher does not have its own ethics committee, the researcher is requested to obtain the approval of geographically the closest ethical committee.

When no approval of the Local Ethics Committee is obtained, the proposal will not be funded in the Co-Circulation Scheme.
