Evaluation Criteria
The applicants are expected to describe their proposals in 5 different sections: (1) Scientific and Technological Quality, (2) Research Potential of the Fellow, (3) Training and Career Development Aspects of the Fellowship, (4) Implementation of the Proposed Fellowship and (5) Impact of the Proposed Fellowship to Turkish Research Area (TRA) and European Research Area (ERA).
This structure allows the researcher to diverse his/her knowledge and qualifications as well as enhancing the researchers’ scientific/practical/management experience through trans-national mobility and in some cases inter-sectoral mobility. In addition, they are requested to provide a scientific CV and a Career Development Plan. The proposal will be evaluated according to the following 5 evaluation criteria:

Evaluation Procedure
The organization and coordination of all aspects of the selection process will be the responsibility of the scheme’s Programme Officers in the Call Secretariat for the Co-Circulation Scheme. For managerial and organizational reasons, applications and experts will be grouped into 5 scientific panels:
- Chemistry (CHE)
- Social and Human Sciences and Economic Sciences (ECO-SOC)
Information science and Engineering, Mathematics and Physics (ENG-MAT-PHY)
Environmental and Geo-Sciences and Energy (ENV-ENE)
Life Sciences (LIF)
The selection phases of the Co-Circulation Scheme will include four main parts namely; eligibility check, remote evaluation, selection committee meeting (including consensus), the funding and decision. Each eligible proposal will be sent to 3 experts, this is the selection committee for each proposal. Each expert will write an Individual Assessment Report, and submit this to the the Call Secretariat. The 3 experts who read a specific proposal (the selection committee) will come together in a consensus meeting. An Evaluation Summary Report (ESR)will be sent to all applicants. Following this phase, the Call Secretariat will accumulate all final scores in one overall Ranking List of the proposals. The funding decision is based on the ranking list and the available budget for each call.
Ethical Issues for Evaluaters
At the time where the selection committees are established, the experts are asked to declare any real or potential conflict of interest. Each expert is provided with an overview of circumstances that result in a disqualifying or potential conflict of interest. The experts will have to sign a Code of Conduct, which includes a declaration of no conflict of interest and a declaration of confidentiality. The experts who do not sign the Code of Conduct will not be allowed to work as an evaluator.
